您好。
我姓黎，我从小发现自己对人文方面兴趣最多，也有天赋，但是我强制记忆力先天就低，即使努力通过专业的记忆力方法记也很容易忘记，不能在传统的考试模式当中考得好成绩，也就不能通过更高难度的公务员考试成为相关的人士。
我基于价值观和对自己的能力优势的认识，仍然研究了政治、人文领域超过十年，我学习过程中接触过不少人，发现我确实在这方面是有巨大优势的。我需要您的资源支持，这是一个人类历史上最重要的合作。
我的部分文章在邮件的附件，都是我原创的。为了方便您能简单了解一些，而不用一下子看太多，以下是我挑选部分非常简要的内容：
1.改进投票制度
①让判断更专业，从而更优秀
对于人文（人类文化中的先进部分和核心部分）领域的专业人员，提高他们的投票占比数，以增加判断的优秀性，我认为需要提高历史学、经济学、哲学、政治学、心理学这些专业人士的投票占比数。
举一个易懂而未必恰当的例子————在古代有100个人，里面的80个是不认识字的人，其余20个是知识分子，这样的话就需要提高知识分子的投票占比数，对于最终的投票出来的判断的优秀性，是比100个人都是1个人算1票，优秀的程度更高的。
而那80个不认识字的人，可以通过自己的努力，成为知识分子。如果他们不想努力，那么也可以拿着1票去维护自己的合理权利。
②现在多数公民制度变为权力平衡制度
公民可以不完整但便于理解的简单理解为有投票权的国人们，多数国家如美国、欧洲国家、日本、南韩是多数公民制，这个制度仍然会像寡头制度和皇权制度那样导致权力、权利失衡，证据以现代最常见的情况为例，如雇主只有一张选票，而他的全公司五个雇员有五张选票，五张选票对一张选票具有碾压的优势，选票决定政策，“屁股决定脑袋”，这样就导致政府的政策过度的偏向掌握了绝对多数票的雇员，导致企业成本不合理的增加，导致几乎所有能在海外设立分支的雇主转到非多数公民制的国家，如中国开厂以降低成本，如著名的如苹果公司。
有许多地方的独裁政府上台，后来被多数公民制推翻，但是后来的人对比发现独裁政府反而经济更好，然后后来有时候军人看不下去经济差，又是一个独裁政府上台了，就是这个原因。其实在古代也是故此，欧洲工业革命之前，皇权制的国家经济并不比多数公民制的国家差，古代中国也曾经经济排到全球第一，中国的清朝政府和日本政府“甲午战争”开战前，清朝政府的GDP全球第二名。
需要把不平衡的双方的投票权变成1:1的比例，此方法虽然有雇员会不高兴，但是只有此一方法，别无其它方法，有了此法后雇主才会在本国多开企业，增加就业机会，对雇员实际上是更有利的，否则高工资雇主反而不开，造成更多的失业。失业人数多是社会发生暴动“改朝换代”的最常见原因。
2.优化教育制度
让学校入学免费，这样每个人无论多大年龄，只要他肯学，都能去接受到一定水准之上的教育，从而提高了国民的受教育程度。然后学生出来后的工资超过一个数值后，从工资中拿一部分返还给学校，比如小学1%，大学4%，这样学校教知识就更有动力，会去发掘教出更有实用价值的知识。
如果学生犯罪了，法院判处罪名成立了，就扣除学校的一部分收入，这样学校也会注重学生个人道德的教育。
这样会出现学生挤名校的状况，可以加上评价制度等制度限制。
3.优化医疗制度
①利用分成降低专利药物价格贵的问题
新药有专利保护，创造其的医药公司需要在比较短的专利期内赚回成本和利润，所以导致专利药非常的贵。
可以用产品股份制的方式，一开始就是要求公开成果，所有正规的药厂都能生产，这样就达到互相良性竞争（我更愿意称之为比赛）来降低药价的效果，产品的利润按比例分成给创造其的医药公司。
财产低连这样药费的患者采取长期还款的方法。
②多权分立
现代政治上多权分立是重要的基石，立法权；解释、审判权；执行法权；媒体报道权不是同一方。医疗机构实现了医药分离，是个进步，但是医生的治疗越花钱，其所在医院越收益，这样就容易导致医生用贵的或多余的治疗方案，所以这里也可以让治疗费用与医生的工资不直接关联。建立评价体系，术后患者方的评价与医生的工资挂钩。
③多奖励捐献器官
在各国都有病人的器官因为各种原因坏掉了，需要移植一个好的器官，而移植源在各国都是严重不足的，目前的科技水平不能做到制造大部分的器官，所以解决办法只有要求符合移植条件的快去世的人（如车祸者）移植。可以事先大家签约，如果不肯移植，这些人需要为该项目捐献一笔费用，如果肯移植，会得到某种奖励。
4.建立评价体系
如果看官在网上一些购物平台买过东西可以接触到买到商品使用后，可以给出好、中或差评，并写出是为什么这样评价，这样的评价体系政府也可以做或者更大力的推动民间机构参与进来做，把这个评价体系应用于更多的商业活动和政府活动，比如一个消费者去了一家餐馆，发现卫生差，或者一个雇员去一个公司，发现公司对员工不好（美国也有推荐信，是管理者对于雇员的评价），就可以去一个指定的平台上评价对方。
之所以目前的评价体系不足够，以电子商务最发达的中国为例，现在的有的淘宝网的店，尤其是天猫商城的、拼多多平台的，为了维护自己的良好形象，很难看到中评和差评，还有有刷评价的现象，体现为商家购买评价，对五星好评（最高的好评）者给予资金，或者直接花钱给别人去假装买自己的商品然后五星好评，这样出来的评价就大大减低了这个评价体系的作用了。甚至商家可以下架评价不好的商品，把商品上架成为没有评价的新商品。
这个评价可以给个短期好评和长期好评，比如消费者购买了一个冰箱，长期使用还是好的，或者出了问题厂家好好的解决了，消费者就能给出长期评价。
这样大家就会更注重长期服务，而减少短期的个人利益。
5.优化经济模式
①优化税收结构
社会财富的增加，最主要来自于企业的经济发展，企业是最会进行财富增值的，税收主要来自企业，税收不足会导致政府无法运行，既而产生连锁反应。政府由于权力大，容易对企业多收税，多干预，“罗斯福新政”被做为最多的一个政府干预经济收益高的案例，但经济学家认为是相反的（见 罗振《宇罗辑思维》/83期节目《他真的拯救了美国？》https://v.youku.com/v_show/id_XNzQ4OTQxMDQ4.html 。里面引用的是经济学家的资料）。
所以需要有意识的在合理对企业少收税，让财富在商界增值。
我不能只谈减税而不谈加税，谈减税人们高兴，谈加税得罪人，可能还得罪的是看这篇文章的看官，但在政府缺钱的时候的都会看看哪能加税。如果看官真的觉得不爽，那就到了财政赤字的时候再加吧。
一些国家已经有了奢侈品税，商品常常有低端、中端、高端，高端的部分往往是奢侈品，或者是购买者最愿意承受的部分。还有被世界卫生组织定为一类致癌物的烟、酒、槟榔等商品（我的文章里有官方链接），是收税的好地方。盐、油、糖是必需品，但人吃多了会有害处，在不愁吃的地方，高盐、油、糖、辣的食品也可以通过多收税来抑制其被使用。
对于容易引起心理不健康、成瘾的产业，如赌博、色情，还有暴力类作品，既然在有的地方不能禁止，就把它变成一个增加税收的地方，再不济的话在娱乐产业上增加税收，在这些地方加税，好过给科技类企业加税。
②鼓励创立企业
社会财富的增长，最主要来自于企业，人们的幸福感、社会的治安稳定也和就业人口息息相关，更多的五花八门的企业带来更多的就业岗位，“物以稀为贵”，更多的雇主带来更高的雇员工资（供需关系）。所以我们可以鼓励人们创立企业，让每一个到达一定的工作年龄的人都可以得到一笔用于创业的资金创业，这个人越晚拿，这笔钱越多（因为工作经验越久，创业成功率越高），而且这样能让雇员体会到当雇主的不容易。
③多转变官营机构为民营机构
我在《为什么企业不是都是公营好？》论证为什么民营机构好于官营机构，因此工程建设、承办项目（包括奥运会）、学校、消防队、监狱等机构可以向民营的方向转变。以体育比赛为例，政府做好裁判的角色，让各路民营企业家在赛场上把球踢好。政府抓指标（包括评价）而不直接经营。
④公开行业人均收入
有的行业人均收入高，有的行业人均收入低，而外行人未必知道，公开后，人们会更多的从事高收入的工作，少从事低收入的工作，学校也会针对这种情况做学科的调整。公开的值可以是平均数、中位数和众数，这些数能反映，具体需要学统计学的人士来设计。
⑤鼓励失业者就业
失业人数多是社会发生暴动“改朝换代”的最常见原因。通常情况下，长期失业者是缺乏工作经验和习惯工作的心理，对于失业者可以要求企业平摊招收一定的人数进行工作和培训，政府对该企业减税和给予两者补贴，让失业者获得工作经验和心理脱敏。
6.“一分预防胜过十分治疗”，健康可提升人类的生活品质和减少医疗费用。
①让企业利益和员工健康利益挂钩
企业用员工会有不够重视员工健康，短期用尽、在糟糕的环境工作的情况，把员工就算离职后的医疗费用也要企业承担（正常是员工买医疗保险，政府和保险公司承担），来让企业注重员工的健康问题。当然这样企业平时付的员工工资也可相应减少，因为承担了更多了医疗费用。
②鼓励运动
鼓励人们运动，人们运动后，会得到利益奖励。
③鼓励游泳运动
游泳是对人类最好的运动，因为水有浮力，抵抗地心引力，人在水里运动不容易受伤。所以政府多鼓励游泳池的建立。
④鼓励人们补充容易缺少的营养素
人缺碘会造成甲状腺肿和克汀病，碘是人容易缺乏的营养素，各国政府把碘加入食盐以后，解决了缺碘的现象。而人除了碘，还有一些必须的营养素是容易缺乏的，有维生素A、B1、B2、B6、B12，钙、锌、铁，牛磺酸、叶黄素，女性怀孕期的叶酸（煮熟的食物难以有叶酸，既然女性怀孕容易缺，不如平时大家也补充）等。
有的人认为各种食物都吃就行，其实不然，人每一吨饭吃食物的量总体看是固定的，不可能什么都吃，所以吃就要有故意吃缺乏的营养素的意识。而且有些营养素高温容易损失的，又不在水果之类的生吃食物里面，多吃食物也难以补充。
政府可以用合理的成本，用统计学检测统计人群中这些营养的缺乏比例，给出建议的食物和药物补充方案，甚至是把容易缺乏的这些药免费额度发给个人，比如多数维生素B12是三元，人们可以到药店免费拿三元的维生素B12，如果人们喜欢买更贵的别的牌子的维生素B12，可以自行选择，付款时一个减三元。食物方案接受的人多，而药物方案适合没条件天天吃这样食物的人。
8.普及先天性格学
人基本有男、女两种性别，两者体内的基因、化学物质导致两种有不同的表现，而人先天还有四大类共十二种这样的不同，这种不同这里称之为“性格”，其导致有四大类共十二种这样不同性格的人，他们会有不同的思维、行为倾向。
这些不同就像双刃剑，有好与不好。据调查离婚第一常见的原因是“性格不合”。人们学习先天性格学（见《先天性格学》），能使用人们更加进步。
9.普及左、右侧思维学
人的很多思维可以分为左、右侧两种（见《左侧、右侧学》），男性容易有左侧思维，女性容易有右侧思维，但是具体到不同的条件会表现出不同的思维，这些思维也带给人类社会或个人很多的收益，也有很多的灾难，了解它们具体是怎样的，能使用人们更加进步。
10.普及良知心学
这里的心学指中国明朝人陆九渊创立，王阳明大成的学问，更准确的叫良知学，这个学问是我见过的最好的哲学，我把这个学问的做了几个重要的完善，适合成为人们最好的信仰。
